Introduction - Human Resources Policies

The following human resources policies have been promulgated by Penn State Human Resources.

The Vice President for Human Resources is the policy steward responsible for the human resources section of the Policy Manual. Human Resources policies may be changed at the sole discretion of the University. Questions regarding these policies should be directed to Penn State Human Resources’ HR Services at or by phone at 814-865-1473.

The University’s policies, procedures, rules, and regulations are not intended to create a contract of employment and shall not otherwise create any legal rights or contractual obligations between the University and the employee. The employer-employee relationship is at-will unless otherwise indicated in University policy.
