To outline the steps to be taken when a faculty or staff member transfers from one position to another. This includes position transfers within the same work unit and position transfers from one work unit to another.
For the purpose of this policy, each of the following is a work unit:
- Each academic college
- Each administrative department or division headed by a dean or administrative officer
- Institute for Science and Engineering
- Penn State Hospitality Services
- Each facility at locations other than University Park
- Each geographic location of the Commonwealth College
- The University Libraries
When an employee changes from one position to a another position within the same work unit, a Non Academic Promotion/Demotion/Lateral (IBIS Form "NPDL") will be prepared in accordance with the instructions contained. After obtaining the dean or administrative officer's approval, the form will be submitted electronically to the Office of Human Resources for processing.
When an employee transfers from a position in a work unit to a another position in another work unit, the old work unit will initiate a IBIS Form "NPDL/Z". After obtaining the dean or administrative officer's electronic approval, the form will be routed to the new work unit. The new work unit will complete the "NPDZ" Form, obtain the electronic approval of the dean or administrative officer for the new work unit, and submit the form to the Office of Human Resources for processing.
If there is a change of office address and/or telephone number for the employee, updated information must be entered in IBIS using the function "UADR". Also, the employee's "Vacation, Sick Leave and Time Record for Non-Exempt Employees" or: "Exempt Staff Vacation and Sick Leave Record" must be forwarded to the new area for maintenance.
Any keys or equipment etc. issued to the employee should be collected by the old work unit before an employee is transferred. The employee should be informed that the current parking permit must be returned, as a new one will be issued by the new area.
