HR08 Establishment of a Staff or Technical-Service Position

This policy outlines the procedure to be followed when a staff or technical-service position is to be established.
The dean or administrative officer shall provide information about the new position to either the Employment and Compensation Division (for staff jobs), or the Employee Relations Division (for technical-service jobs) of the Office of Human Resources.
The Employment and Compensation Division has the responsibility to
(a) determine proper classification for staff jobs under the provisions of the Fair Labor Standards Act, and
(b) determine the proper salary range for such positions.
The Employee Relations Division has the responsibility to
(a) determine the proper classification and evaluation for technical-service jobs.
All positions established, whether on newly approved budgets or established through budgetary reallocations authorized by a dean or administrative office, have only tentative approval subject to review by the Office of Human Resources.
